By the looks of it, and others can correct me if I'm wrong, it's a steam
toy, a la most Krups and DeLonghi's.  That said, I'd steer away.

I have the same (looking) machine and it's branded "Melitta", It is a 
"steam" machine. Not a very good one, btw. It does looks nice, though...
