The 'tradition offering' thing is pretty much up to you how you want to 
do it.
There is no monetary value that is a minimum value.   If you want to 
give away something really good, that is up to you,  if you want to give 
away a hot air popper that you scored for three dollars at a discount 
store, that's up to you too.    Both items, are worthy of being called a 
tradition and well, honestly, it IS the thought that counts.
You can just throw it up for grabs,  have a guessing game, or pretty 
much however you want to have it given away.  Folks who are not 
interested will generally not reply to it or ask to get into the drawing.
Whenever I do a tradition offering, I just do it because it makes me 
feel good to give something away.  Others do it to celebrate a 
birthday,   upgrading to a super snazzy piece of equipment and giving 
the older one away to someone who can use it... etc..
The sky is the limit as to the why's of a give away, however....   Don't 
ever feel ashamed or embarrassed because you can't 'afford' to give 
everyone a brand new gaggia espresso machine.  One of the best offerings 
I won was a used hot air popper.  I use the hell out of it and it has 
seen probably 30 pounds of coffee now.
