Glad to see you dog is better.  You both are very lucky - things could 
have been much worse for both of you.
Pit Bulls if trained correctly and lovingly can be great dogs, and be 
social to other animals.  A girl that I work with has a pit that is very 
loving and good with other animals.  She rescues Pits (and other 
animals) that have been abused and abandoned and has good luck 
rehabilitating them and finding "good" homes.
Did you say your dog is a Papillion?  My sister has two, and a good 
friend of hers breeds and shows them.  They are located in Oregon.

Did you file a police report? Perhaps you should regardless of the landlord offering to pay for the vet bills.
He simply want to cover his ass and hopes you will not file suit against him. Your only possible avenue for later harassment from the owner of the dog, your landlord giving you notice to vacate in 30 days or whatever is to support your position with a police report.
So they do not like it, too bad...
The chance of them screwing with you is much less if YOU TAKEACTION NOW Lynn. Your gut feeling is most likely correct.
Perhaps this dog has attacked others, maybe the landlord has/had a responsibility to warn you!
Lots of things are out there you know nothing about except that she let out her dog WITHOUT consideration for yours!! The landlord is crazy to cover it all up with paying vet bills.
I am not suggesting you rush out and file some suit against everyone but your position, if they try to say it is your fault, is lessened if you have failed to file a report.
DO it NOW.
