Mike,
While what you say must be true, I don't believe it is worth worrying  
about. In the same sense it doesn't get to 200 degrees immediately and  
gases become less soluble as the temperature constantly rises. I am  
confident the differences between what is there at 200 and and zero  
dissolved gases at all is way past being insignificant for our  
purposes. I actually boil my water before using instead of measuring  
the temp constantly.
