One gallon practice milk, let's say 4oz milk per steaming try, 32 attempts.
Not a small but not a huge number either!
Question, do you have more than one steam tip for your Oscar? Could be a
poor match for the amount of milk you're attempting to steam heating the
milk too fast. Or rather heating the milk too fast for the amount of
stretching you're doing. Often while learning a restricted tip helps slow
the process down.
2nd question, does Oscar have variable steam or simply on/off steam? (which
sucks IMO) For smaller amounts of milk you may not need full steam power
with a larger boiler. I certainly don't have the steam valve full open
steaming for a cappuccino on the Linea let alone a macchiato! But you need
enough velocity for good whirlpool swirl to incorporate the air smoothly,
hence a more restricted tip for smaller amounts of milk. The only time I run
the Linea steam full open on the bigger tipped wand is when steaming for 2
16oz lattes at the same time! (IE almost a qt of milk. FWIW as a reference
this tip will bring a half gallon cold tap water to a full BOIL in 90
seconds.) On the restricted tip I run steam valve full open for a single
16oz latte but not steaming for a 12oz latte let alone cap' or mach'.

Really?  I find these comments interesting miKe.  I tend to use full steam power (lots of different machines through the years of being a barista) almost all the time.  I think the only time I don't is when putting like 4 oz of milk in a 12oz, then it just goes all over the counter and I totally ruin the milk in the pitcher.  But for lattes (or anything 8 ounces and up) it's normally just crank the steam and go.  I'm not saying it's incorrect or anything... just an interesting find.

As you said you don't use full steam power for 4oz in a 12oz pitcher, which
is about what I said and just slightly less than what I'd be steaming for
for a 8oz latte, using slightly less milk in 12oz for cap', trying to use
5oz pitcher for macch' but struggling with that one, tip still not
restricted enough. At home can use a 3oz pitcher steaming for macch' with
very restricted tip and playing the steam for perfect zero waste mach's!
Might be noted all over beverages made with double normales (pulled nekked)
so more espresso in the cup to begin with meaning less milk used. (unless
quad requested) We do a lot of sub "big gulp" beverages (16oz biggest on the
menu, do have off the menu 20oz availabe for a couple customers who
routinely order 20 chai's) and hence do a lot of steaming without using full
steam power. Have another believe to be more restricted tip coming to test,
thought it'd be here yesterday but now looks like ETA Monday...(the custom
LM tip from EPNW, same design as their custom Synesso tip I believe.) 
Bottom line whatever technique works for you and a given machine/tip combo
is what works!
