Not long after Tom's trip to Yemen, I wrote a letter to one of my U.S. Senators, Richard Durbin about U.S. agricultural foreign aid to Yemen and specifically it's coffee industry. For now, it looks  like Tom and others will have to shoulder the burden for aiding and improving the lot of the Yemen coffee farmer. Thought I'd pass along Senator Durbin's response to my letter that I received today.  PAUL CARDER
Dear Mr. Carder
      Thank you for your letter regarding Yemen's coffee industry and
U. S. foreign assistance to that country. I appreciate hearing from
you.
      Foreign aid serves as a significant tool to promote U. S. foreign
policy interests.  It is often used to promote our democratic values
and improve our image abroad. Foreign aid may also address concerns
that cross international borders, such as narcotics control,
terrorism, ethnic conflict, and environmental protection.  In other
words, in addition to improving many people's lives, aid programs can
help to make us a more secure nation.
      For Fiscal year 2008, Yemen received $23 million in U. S. foreign
assistance.  Yemen is the poorest nation in the Arabian Peninsula and
efforts to improve its economy should be considered. Current United
States Agency for International Development funding provides for
things such as training for midwives,  veterinary care for animals
which are critical to the survival of many families, and assistance
for making improvements to schools.
      I am supportive of increasing our foreign assistance funding.
USAID must make difficult choices about how to use the funding
available for its missions.
      I appreciate your concerns about Yemen and its coffee industry.
