When you steam milk, you remove water vapor from =
the system.  The vapor is pretty much impurity =
free (it's distillation) and the impurities are =
left behind in the boiler water.  As more and =
more steam is produced, the impurity level =
increases until scaling starts.  Then excess =
minerals precipitate out as scale, with bad effect.
