In terms of the flavors in coffee, what is the range of temperatures in
which coffee, in the cup, should be served.  I do not mean the temperature
of the water going across the coffee or flowing into the carafe in a drip
maker, but right after pouring into the cup what should the temperature be.

180 degrees to around 155 degrees to 168 degrees.  If my perception of this
is correct, I wonder this decrees in temperature accommodates drip coffee
makers inability to get water hot enough or a general consensus among coffee
drinkers.

I am crazy but I only drink coffee iced...so about 35-40 degrees I believe. It is perfect for beautiful tastes. Only have to adjust strength for the addition of ice immed after brewing

The idea is to get a standard--preferably an objective standard-and
eliminate variables so you can work on changing the taste by changing the
roast.
